Born on 9 April 1933 on his parents’ farm in Slick, Oklahoma. Hare attended segregated public schools (L’Ouverture Elementary School, L’Ouverture High School), with the dream of becoming a professional boxer. At the age of 11 ( 1944) Hare moved to San Diego, California in the Great Migration due to World War II. After Hare returned to Oklahoma he decided to take another career path and attend college with encouragement from his English teacher and principal, after winning first prize in the statewide annual Interscholastic Meet.
Hare attended Langston University where he received an AB degree in 1954. In the following years Hare received another degree ( MA degree 1957 from the University of Chicago) and two PhD degrees ( 1962 first PhD in sociology 1962 in the University of Chicago, and in 1975 -earned his PhD in clinical psychology at the California School of Professional Psychology).
In 1961 Hare worked as an instructor and assistant professor in sociology at Howard University in Washington DC. He was fired in 1967 after writing a letter opposing the plan by Howard University president James Nabrit to convert the student body to be 60% white by 1970 .
The next year Hare joined the faculty of San Francisco State College (now know by the name San Francisco State University), where he gained the title Father of Black Studies from scholars after becoming the first coordinator of the school’s Black Studies programme (the first in the United States) and created the term ‘ethnic studies’, replacing the previous term ‘ minority studies’, which many found undermining.
